    the law goes into effect 90 days after the end of the legislative session. in this case- 5/17/2011 The Arizona Constitution provides a 90 day period for opponents of a newly signed law to gather enough signatures to put the question of the law on the ballot at the next general election. If they get enough signatures, the new law is put on hold pending the vote of the people. This referendum procedure gives the people ultimate veto power over acts of the legislature.
