Can I DV an OC?

Did they purchase the account before or after it went into default?

Normally the OC is not subject to FDCPA, only a CA or anyone who received the account after it was in default. If the account was not in default, but there is a dispute, you can use Fair Credit Billing Act (FCBA), but it requires you to dispute within 60 days of first bill with error.

Now, you could send DV to OC and maybe they don't know they are subject to FDCPA. They may respond. Normally the OC keeps better records than CA's, but not always the case.
