I read it and it only seems to provide definitions.What really caught my attention was that it had definition for "DEBT" which are defined differently than in the FDCPA.My question is how does the FDCPA and the ROSENTHAL ACT benefit/unbenifit consumers in CALIF. and which definition of "DEBT" suppersedes, FDCPA or ROSENTHAL?
