returned certified letter

Well, obviously, one is the wrong address and the other the agency refused to pick up or sign for.

You can avoid this by a) finding the physical address of the CA and sending it there and B) sending the letter FedEx (FedEx ground costs about $4.50 and looks the same as an overnight package.) EVERYONE signs for FedEX.

Rule #1: In addition to asking for a return receipt, ALWAYS have the post office provide you with a certificate of mailing (not the standard one, but their special one). Keep it.

Rule #2: Make a photocopy of the address you sent the letter to, from whatever source you received it. For example, if you got the address from their letterhead, make a copy of the letterhead and attach it to your certificate of mailing (and retain for your records).

They might not have received the letter, but you did your homework. Also, try sending the letter again.

I had a similar situation where the RR said forwardind order expired. I called the PO and they said it meant that the business was no longer at the address and the order for mail to be forwarded to the new business address had expired. I was advised to go to the PO and fill out a form requesting the new forwarding address as they were not permitted by law to give the information over the phone. There is a cost attached $3 in FL.

However, as I wanted the information immediately, I just called the CA, not telling them any other information except that I needed thee name and adress of the person who handles dispute/compliance manager. I was able to get this and I sent off my letter. They will ask you what this is about but don't give them any personal information that they may use against you.
