Experian Question

Just received results of my second round of disputes-through a repair agency (didn't know any better but have since cancelled my account and am going at it alone) however Experian just sent a letter within the 30 day period stating the account names and numbers with "previously investigated" under them. Does that mean they didn't investigate at all? Is this just a stall tactic? Or did they violate the law at all?
