HELP W/ COLLECTION on TU

I have had some success with TU on BK and 2 other accounts, now I would like some help with these. Please advise on how I should go about this. I want to get rid of these 1st

Now for the NCO, I have no idea what that is for.

I had Mercantile and Data Track, they are from National Fuel. They put like 4 different accounts on my CR for the same account. I disputed all as not mine. Mercantile fell right off. It just so happened that Data Track sent me a dunning right as I disputed, so I DV them and they removed before TU even could verify or delete. I think since this is a utility and they often open accounts for people over the phone, they have little to back up any collection activities.
