Garnishment and Joint Bank Accounts

Can a joint bank account be attached by a judgement for a credit card debt when the card in issue is only in the name of one of the account holders?

Yes, they can put a restraining order on the account. The other person won't be able to withdraw funds. Their money in the account is suppose to be extempt from garnishment, the bank should notify that person so they can claim that money as being theirs, before they get an execution order on the money.
