licensing requirement

I've been through this 'no licensing' stuff. I firmly believe that the shortest is the best, and make it your own words.

something like...

" ...you are required to be licensed in my state of residence. Currently you are violating a law by even contacting me about this matter.

If you pursue this collection will breaking the law, I will have no recourse but to sue you in my local court."
