DocDon
Aparently FICO now takes into account collection inquiries, so yes, it does impact your credit negatively. It is legal for them to do as long as they have PP.

Diamond in the Rough
If the CA know that it has negative impact on you cr, can they continue pulling as they know that each time they pull is a hard inquiry?
DocDon
If the CA know that it has negative impact on you cr, can they continue pulling as they know that each time they pull is a hard inquiry? Here's the deal...They can pull with PP if it relates to the collection of a debt as indicated by the FCRA.The question is... what info are they looking for, and how often do they have to pull your report to find... what?At 3-5 points for each hard inquiry, I would argue their intent is not to obtain information (something that was easily obtained the first time they pulled), and is now an attempt to coerce you pay (in so many words) by continually having a negative impact on your credit picture every time they pull. It's a fine line, but one that I personally would argue very strongly against.
LadynRed
Constantly pulling your credit knowing full well it impacts your scores is called poisoning and you can nail them for it. Its pretty hard for them to hide the evidence of multiple hard inquiries for the sole purpose of poisoning your file.
