Confused on what I should do? Is this a violation?

I had a collection account on my TU CR for a debt for $411 by Universal Fidelity Corp. I disputed the debt and it was removed from my report. I then received in the mail a collection letter for the same debt from FBCS dated Sept 20. I DV'd FBCS on Sept 29. I received the green card signed on Oct 4. The debt is currently not on my CRs. However, received settlement letters from FBCS dated Sept 29 and Nov 2. My first question is: Is this a violation? Also, should I send them another letter stating they are in violation. I am confused because this debt is not yet on my CRs and I am afraid they will put it on them I send another letter.

CA's do not need to validate. You can DV them, and their choice is to validate or cease collection. I recall that offers to settle do not breach the no val-no collect rule, though I could be mistaken. Certainly, if you recieved these letters within the 30 day window of the first, that might be a violation.

If it has not shown on your CR, that is a good thing. You may want to write them again, reiterating your dispute, reminding them of your first letter, and that you consider their subsequent letters to violate the FDCPA and you are considering legal action. Ask them to cease collection. Send it certified at teh least.
