Collection Agency contacted me before sending letter!

HI,

Recently I received a call from a collector named NCO financial claiming that I owe 1180 dollars to Paypal.com. The representative who called my job did it BEFORE I WAS EVEN SENT A LETTER BY THIS COLLECTION AGENCY. I'd mention to him that I didn't know of any such debt and that I didn't receive any such letter yet to my home. He'd mention that this letter should be there in a couple of days. IS THIS AN ATTEMPT TO COLLECT DEBT WITHOUT VERIFYING IT?

The letter did come in and I did send via fax and confirmation, including a confirmation page of the the confirmation page to that agency disputing this account via the debt validation letter. That was yesturday. I know I have to wait at least 30 days but the question I want to know is:

1. Can I sue this agency for trying to collect on this debt before their letter arrived?

2. the account for paypal was charged back against me EVEN THOUGH PAYPAL ITSELF CLAIMED THAT THE BUYER who purchased my item, through ebay, didn't qualify for any refund because I didn't do anything wrong and disclosed everything about my item. However paypal still allowed them to charge back my account leaving this deficit against me.

Paypal is a company with huge legal problems and is being sued left and right by consumers. I don't think I am liable for anything especially when I followed Paypal's own rules and didn't qualify to have my account charged back against me ACCORDING TO THEIR OWN RULES!

Can somebody please add some insight into this?

Nothong wrong with them calling first. The law says they have to give the mini miranda warning with teh first contact or within 5 days after. If you don't receive anything in writing in the next week, you may have a technical violation. Get their address and write them a DV with C&D language, at once. Send it CM. Then, if they continue to call, you will have another prong.
