Targeting Goodwill Letters

Based on experience, is it best to avoid targeting goodwill letters toward customer service? It seems to me that they are trained to say no, and to inform you that what is on your record, stays on your record.

Is the best option to contact the executives of the company (ie CEO, CFO, COO etc.), or just the executive public relations people, or someone I'm not thinking of?

I would generally target a higher up of sorts, I don't think it matters which.. just as long as they are a higher up. Someone who will hand it off to a persont that thinks they are God and just "take care of it" to get it out of the higher up's hair. CSR usually have cookie cutter responses.
