Which State Attorney General is appropriate to send a complaint for reporting debt out of AOL?

State where I reside?

or

State where CA has office?

also sending complaint to BBB,

and please list anyone else who should recieve complaints against illegal practices of CAs

Either or both AG's.

For collection agencies, complain to the FTC. You can also see if they are members of ACA International, and complain to their standards committee.

Good advice from recovering. I agree also to send it to both. That's what I've done. It certainly doesn't hurt (you). The AG's are there for consumers. The FTC really needs to hear about unfair practices. I also complain with the BBB which doesn't always do much, but it's another forum for sharing issues and it can matter.
