Deleting Inquiries

I was reading the Sticky Post "Credit 101" in this forum... The author writes

After doing your disputes and having some success you can work on getting inquires off your report. The newer the inquiry the more it is hurting your score. You can get a free report two or three times a day from www.worthknowing.com. Sign up, view your report, then go to the top of the page to My Account and when all your account info shows up, go to the bottom of page and hit delete my account. Once you do this, you can sign up again. Most days I can do it 3-5 times. The reason for this is they begin building up soft inqs. (that's what you get when you view your own credit report and it does not affect your FICO score) After so many softs, it starts to d.e.l.e.t.e. h.a.r.d. i.n.q.s. off of your reports. This is known as b.u.m.p.a.g.e. I know it works, it takes about two months to see inquiries start being removed. This will only work with TU when you use WK and it will work for EQ with PG. My question is.. does this still work? I have not seen this on any other forum. Is it true that if you generate enough soft inq.'s it will start to "bump" hard inq's out of the file????

Records of inquiries cannot be deleted and, technically, any CRA that does delete them is violating the law. The FCRA requires that a CRA notify any past inquirers of changes resulting from disputes (section 611d) and that they notify the consumer of anyone who has gotten a copy of the report (section 609a(3)). If they delete the inquiry record they cannot comply with this part of the law. Inquiry records are a matter of fact (who got a copy of your report) and has nothing to do with if they got the copy legitimately or not...

The CRA can't even supress the inquiry because section 609a(3) requires that they provide the info to you, the consumer, with every report. At best they can codify it so it does not affect your score or show to others who obtain your report, if they have such means to do so, but they aren't required to.
