CA Lied about serving documents

In the process of trying to help my brother vacate a judgement, I have discovered that the Attorney's office has lied more than once when certifying that my brother was served in person.

This case is in Maryland and I was told that the court does not have to have the original signatures of who was served because the plaintiff hired a private service to serve the notice.

They even said his 21 year old cousin, Sandra signed the summons at his ex-wife's apartment. The problem is he has never lived at that address with his ex and we don't have a cousin named Sandra.

How do we prove he didn't sign those documents? Or, should we just submit a motion to vacate the judgement saying that he was never served? Please advise.
