Help understanding balance date on CR - is this re-ageing?

I just got a 3 in 1 report online from Equifax and I don't understand what the balance date is. On the Wells Fargo account which was settled in 8/2001 - it shows:

Balance Amount: $0 $0

Monthly Payment:

Comments: ACCOUNT PAID SETTLEMENT ACCEPTED ON THIS ACCOUNT ACCOUNT LEGALLY PAID IN FULL FOR LESS THAN THE FULL BALANCE SETTLEMENT ACCEPTED ON THIS ACCOUNT

For another account that was a repo in 10/2000 it shows:

Equifax Experian TransUnion

Date Opened: 03/1999 03/1999 03/1999

Balance Date: 10/2005 10/2000 06/2002

Balance Amount: $0 $9,200

Monthly Payment: $394

High/Limit: $22,000 $22,066 $20,000

Account Status: As Agreed Collection Collection

Past Due Amount: $0 $9,200 $9,200

Comments: ACCOUNT CLOSED BY CONSUMER ACCOUNT TRANSFERRED OR SOLD TRANSFERRED TO ANOTHER LENDER CHARGE OFF CHARGE OFF ACCOUNT CHARGED TO PROFIT AND LOSS

Is this current balance date am example of re-ageing and if so how is the best way to handle?
