What are attorneys’ ethical duties under the Code of Profess. Resp.?

If an attorney agrees to a settlement entry on the phone for an amount less than alleged debt sue for and says they are going to send the agreement to sign before pre-trial but never sends is it a violation of the following? Isn't this classified as fraud, deceit, dishonesty, misrepresentation that could improperly prejudice the outcome of a my case?

What, specifically, are attorneys’ ethical duties under the Code of Professional Responsibility?

The Code of Professional Responsibility prohibits lawyers from engaging in conduct involving moral turpitude, fraud, deceit, dishonesty or misrepresentation and from engaging in other action that could improperly prejudice the outcome of a case or legal matter.
