Yes, a first time home buyer can get a loan without taking care of judgments.

Normally judgements are not listed "on title" for new home buyers and the lenders say "Judgments ok as long as not effecting (listed on) title. If the creditor that has the judgment is on the ball, when the person buys a home then they can go to court and have the judgment become a lien against the property.

If they own property chances are the judgment will be a lien against the property. This means that since all liens have to be paid to have a "clear title" the judgment will have to be taken care of. These can be paid out of proceeds from the refinance.
