Capital One SECURED Card? (U.S.)

I'm not certain that Capital One does offer a secured product but even assuming arguendo that they did, I wouldn't advise anyone to opt for such a card insofar as no Capital One product reports a credit limit. This will make your utilization appear high and thus, damage your FICO score even futher.

HSBC, secured and unsecured, are pretty safe bets insofar as they have the card selector on their webpage which will not cost you an inquiry. I believe Citibank also offers a secured product but I think they only take hard apps.

National City offers a secured card.

You may also consider asking a friend or relative to place you as an authorized user on their account for some positive tradelines. If that's a no go, you may elect to purchase one or two as a last resort.
