For whatever that's worth...than again I know I've sent some to PO Boxes myself...so go figure. Also, you don't have to have their signature to prove they received it. Try registered mail or the certified mail minus the green card. Mail a few copies. Go from there. The clerk who puts the mail in the mail box will put a note in the box to inform the recipient that they have additional mail that requires a signature. Meaning that if you pursue it further, it is their fault for not picking up the letter. They are responsible for it's contents.For the purposes of this discussion however, you want them to get it.
