Contrary to popular belief, all shipping and mailing services can go to a PO Box, as long as you use the USPS's services (even overnight). Certified mail is a USPS service. The myth persists because individual companies chose to use only FedEx or UPS, etc, and their services can't go to a PO Box (because they would have to pay postage and they're not gonna).
