If you're talking about an OC...no, they don't have to respond at all to a DV.

If you're talling about a CA or JDB...yes, always DV them, even if its beyond the 30 days. The FDCPA says that if you do DV within 30 days, they have to mark your CRs "in dispute" and provide validation before they can continue collection. If you DV outside of 30 days (and they know it (sometimes you can get away with that because they really don't keep good records)), they can continue collection efforts, but still must provide validation.
