Ways to validate with no dunning letter...

I am obviously missing something in debt validation. I recently pulled my credit report and noticed lots of items on my report that are not mine (they are debts of my father, I'm a Jr. and he's a Sr.) Anyhow, in my validation efforts I got a response that basically says, "pursuant to 15 U.S.C. § 1692g(a) they are not required to answer disputes unless they have sent a collection letter first". Well, I have never recieved a collection letter, I noticed this by CR. It's my father's debt and he lived in a state more than 2500 miles away (he passed now and they are reporting to my credit). After reading 15 U.S.C. § 1692g(a) it does seem to support their claim that they are only obligated to answer validations if they have initated contact first. Under what FDCPA can I use to make them validate a debt? I also disputed the information via the CRA and they verified, so I know I still have them on that violation.
