Collection Laws in RI

I know RI is pretty anti-consumer but I thought there was still some laws (besides SOL) governing debt collectors and collection agencies but I can't seem to find any. I even tried the RI sites' search function...no metion of debt collector anywhere and only 4 references to CA's but nothing about laws governing them. Is there no laws or am I just going blind?

They might not have any. Google came up with this:

“Just last fall,” said Senator Walaska, “one debt collection company under investigation in Massachusetts for violations of that state’s fair debt collection law moved to Rhode Island, presumably because our laws are lax in this regard. It is time to adopt laws in Rhode Island to further protect consumers during what can be a very difficult and stressful debt collection process.”

yeah, I know the laws are lax like no bond or lisence required but I was still hoping there would be at least a couple basic principles. Not a big deal...Just going to be filing a lawsuit soon and wanted to try and get them on something else besides FDCPA.

UPDATE....

did some digging around and apperently the Rhode Island Fair Debt Collection Practices Act is in the process of being added to the books. Its basically a carbon-copy of the FDCPA but begining in July 2008 CA's will have to be liscenced in RI and pay a $200 fee every 3 years...Its a start I guess.
