CA and Children

My child just entered college and we were sitting up her credit card for travel expenses and the bank informed us she had a negative entry on her credit report. They set up the account anyway and told us to check on this.

We pull her credit report and find it is a medical bill from when she was 14 years old. It was added to her report when she was 15 and is now over 3 years old. The account is paid, and I do not understand how it could be have been added to a minor's report.

Is this legal?
