Does it mean you are supposed to get a notice of debt going on your credit report within 5 days of it going on your report?

No, not exactly.

The first time a CA calls you or sends you a letter, if they do not tell you about your 30 day time period to dispute, in that initial communication. They are required to send you a letter telling you of the 30 day period within 5 days there after.

It is unclear if Credit reporting can be considered the initial contact.
