I "Opted Out" and have promotional inquiries on TU

You'll have to read the law to be certain, but its my understanding that "opt out" only means the CRAs can't sell your info. It doesn't mean that someone with "permissable purpose" can't pull your reports. So, if someone with whom you do not currently have a credit agreement, or someone who's collecting for someone who does, or someone to whom you applied for credit pulled your reports...the send those folks a "hey, you inquired on my reports...prove to me you have permissable purpose, or remove your inquiry, or I'll sue" type letter.

TU just settled a big lawsuit for doing exactly this, ie., ignoring opt-out requests, so it is unlikely they continued the practice after all the trouble they had.

Some companies like lending tree and some car dealers farm out your application so you may get several inquiries, which you agreed to by authorizing lending tree or the car dealer or companies like that to get you a competitive deal.
