Time allowed between demand letters?

Is there some sort of waiting period that CAs are expected to adhere to when sending demand letters? I received an initial demand letter from Laurence Hecker on Oct 4. I received a second demand letter today, Oct. 17. The second letter specifically refers to me "failing to reply" to the first letter. OF course, I have 30 days from receipt of the letter to reply, and have that DV letter typed and ready to go out.

Is the two week period between demand letters something that should be considered harassment? Should I send a separate DV response to this second letter that explains that in addition to having no idea what they're referring to in their demand letter, but that I feel that their second contact is harassment?

No, that's not likely. But, if the first letter was the initial communication, and the second letter asked for payment, most folks would call that overshadowing.

Both letters have been demands for "full payment". The second says "This is a second demand for full payment because you have had ample time to pay your creditor. You have failed to respond to our first letter."

Nevermind that the first letter was received nine days before the second was drafted. From what I've read, this guy is scum and doesn't play too well within the rules.
