can a highschool student be billed

A person who has reached the age of majority, and those who have not, may contract for necessaries. Enrollment in any school matters not.

Shorter answer: Yes, and yes.

Longer answer: Yes, and anybody can be billed for medical services rendered. If the person in question is a minor not seeking to contract for necessaries, typically the parents are the responsible party.

Anybody who obtains any service from any professional, non-professional, store, service, etc. is legally responsible to pay that debt, even if your in high school.
