Medical Billing in Calif - CA respond after DV w/o Signature

So I moved and completely forgot about a medical bill - an xray I've received for a car accident. Normally it should cost $80 for the xray, but they passed on to a CA and said it's around $400, CA wants $300.

So I sent a DV and now they've responded with billing info from the Xray Clinic, w/o my signature.

1. Is this good enough proof?

2. I searched around for HIPAA DV letter and found this:

Should I send another DV letter since the DV HIPAA letter contains:

"Agreement with your client that grants you the authority to collect on this alleged debt,or proof of acquisition by purchase or assignment.

Agreement that bears the signature of the alleged debtor wherein he or she agreed to pay the creditor and as this is a medical account a copy of any HIPAA authorization."

They didn't send any document that shows the CA had an agreement w/ the client to collect debt.

So, Should I send another letter? Did they provide enough proof?
