That's kinda like saying "My car is making a weird noise. Do you know what the problem is?" It could be one of a hundred problems. Without first walking you through the troubleshooting steps/questions, my initial guess would be spyware. Download and run both Spybot an Adaware on your computer. Actually, since you probably can't download them without a functional browser, download them onto another computer and copy the installation files into a USB thumb drive.

I wouldn't use anything else--many other "anti-spyware" programs are either junk (like Symnatec stuff) or flat-out contain spyware themselves.
