It depends on your state law. In my state, if an attorney or firm primarily operates as a debt collector, they also must be licensed as a debt collector.

Often, the attorney general has info on this. So, you may want to google the AG for your state and check the site for info on debt collection. Googling something like "credit law North Carolina" might also get you somewhere.
