TU says my ID is illegible????

Got a letter back from TU (2 weeks after sending in dispute letter), they say that the photocopy of the ID (driver's license) I sent in with my letter was illegible. That is absolutely false, the ID was completely clear. Are they just stalling for time? What should be my next action? Call them and verify my ID over the phone? Send the same dispute letter with additional sources of ID and address verification?
