1stStep
If the call is made with an automatic dialer and leaving a non-emergency pre-recorded message on your voice mail. The law is called the Telephone Consumer Protection Act.
BV80
To add to 1stStep's information, it's illegal if you never gave your cell number to the OC. Giving your cell number to the OC is called prior express consent. If you don't want them to call your cell phone, you have to revoke that consent with the OC. If the OC has sold the debt, send the JDB a letter stating that they cannot call that number. But again, the call had to be made with an autodialer (sometimes hard to prove), or they left a pre-recorded message.
