DC vs a JDB?

A Collection Agency typically is one who has been assigned to collect a debt by an OC or JDB and do not own the debt. This does get blurred because even some JDBs take assignment for collection without purchasing the debt.For the purposes of the FDCPA, when anyone receives a debt that was past due before they received it is a Debt Collector.

And nowadays it gets even more confusing because a lot of the companies are hybrid companies now.  There are a myriad of companies that act as collection agencies for OC's or other JDB's, then they turn around and also buy their own portfolios of debt.  And after they buy debt, they might then contract it out to another company who runs a similar company.  So it can be extremely dizzying.
