Newbie Questions... Still have some questions after reading FAQ

I am a newbie to this and ha a few quick questions the FAQ touched on but didn't quite answer.

I read that collectors have 45 days to respond to any dispute if you requested your credit report from annualcreditreport.com (even if you submit the request by mail)... Is this correct and if so how can I remedy this so they only have 30 days? Request the report somewhere else?

Another question I have is, can you dispute the debt still if it's several months to 2 years old? (I.e past the initial 30 day period)?
