Hippa Violation ?

I am being sued for a medical bill. This in a district court in Utah. The collection agency  and there Attorney have included billings in there suit  that show medical test that I have received. Which  is now on public record at the county courthouse.  Is this a HIPPA violation. And or FTC  violation

No.  Court proceedings are one area that is exempt from HIPAA.  They do not need to your permission to introduce your medical records as evidence of the care received and the provider is required to comply and it isn't a violation.  Sorry.  The FTC has nothing to do with this.
