Will ID Theft Prevent a CA from trying to Collect?

If CA sues after a proper ID Theft Affidavit is filed is it a violation? If so, what section of which law would they be violating? I think it would be a good idea to mention that if a CA sends a dunning notice. Or should I just be vague and say, "in compliance with consumer law please cease collection on this account?" If they're not notified I assume they will purchase the account and continue collections on it as if it's an undisputed account.  At the very least I would think a CA would be less likely to want to purchase an account that was reported as ID Theft.
