Do collection agencies still report to credit bureaus in 2019?

Yes, as long as they report the truth about the debt and remove after the time limit, they can report to credit bureaus. Many use that as their only leverage to get payment. Some don't report because they don't want you to have to risk a counterclaim if they sue you but that is by choice, not by law.

They are not required to remove the debt if you pay it.  The debt will fall off 7 years after the date of default automatically.
