They are the second collection agency Discover has used, but I'm not sure if they sold it, or just assigned it to them. I looked at online court records where my other pending JDB lawsuits are, and it doesn't look like they ever sue. They just keep calling my Google Voice number with automated messages. If the account has been, the entry will somewhere show “sold” or “transferred”. Also, it will show a -0- balance. If it has only been charged off, but doesn’t include “sold” or “transferred” somewhere, Discover still owns it. Discover does not usually sell its accounts.
