They have no incentive to lower your balance or interest if your current. 

I would suggest you see about refinacing with bank or credit union fixed 60 month loan   Or  get a home equity loan if you own. Pull from you retirement account if far from retiring.  That will lower interest maybe payment but you have it paid in five years not 20 years minimim payments will take you.

I agree that Citi has no incentive to lower the balance or interest rate.  However, I don’t agree with taking out a home equity loan to help with a credit card.  If the OP were to have further problems paying his debt, he’s putting his home at risk.  It doesn’t make sense to use a secured loan to pay an unsecured credit card.

Good Idea refinanceing the two cars for balance plus 18K and pay off Citi credit card. That would lower interest and you have it paid in 3-5 years.
